Thoughts on Copenhagen: Nicholas Stern

The Copenhagen climate change conference is critical in moving us to action. The construction industry has its part to play, says Nicholas Stern

Scientific evidence is clear that we must avoid an increase in average global temperature of more than 2°C, a level beyond which scientists warn that it would be ‘dangerous’ to go. To give us a reasonable chance of achieving this, the concentration of greenhouse gases in the atmosphere – currently at about 435 parts per million (ppm) of carbon-dioxide-equivalent and rising by 2.5ppm per year – must peak below 500ppm and eventually stabilise below 450ppm.
Current emissions of greenhouse gases would lead to temperatures not seen on the planet for tens of millions of years, causing profound changes in the physical environment.
The economic analysis tells us that the cost of weak or delayed action greatly exceeds the cost of timely and strong action.
By 2050, we must reduce global emissions by 50 per cent of 1990 levels, and rich countries should lead the way with cuts of 80 per cent. Britain’s 2008 Climate Change Act made us the first country in the world to set legally binding carbon budgets, aiming to cut UK emissions by 34 per cent by 2020 and by at least 80 per cent by 2050.
The Committee on Climate Change, which advises the government, stated that accelerated delivery of carbon reduction measures is essential to meet these ambitious targets. The reduction of emissions has to rise from the current rate of 0.5 per cent per year (averaged over the period between 1990 and 2010) to 2-3 per cent per year between 2010 and 2020.
At stake at the Copenhagen conference is the agreement of emission reduction action plans for all countries and binding targets for rich countries. The stringency of the agreement which emerges will impact on the price of carbon, which will in turn create financial incentives for reducing emissions. It will also determine what we face in terms of impact of climate change. Copenhagen is therefore critical in setting the basis for action for all countries to consider the impact of their activity on the planet and find ways to adjust.
Architects have the strategic and technical skills to deliver buildings that lead to lower emissions.
Energy consumed in the construction and operation of buildings is responsible for more than one third of total energy use. According to the fourth assessment report by the Intergovernmental Panel on Climate Change, published in 2007, the building sector has great potential for reducing greenhouse gas emissions.
It concluded that the energy consumption of new and existing buildings can be cut between 30 and 50 per cent without significantly increased costs.
Architects, together with other built environment professionals, have the strategic and technical skills to deliver buildings that both lead to lower emissions and withstand those impacts of climate change that are now inevitable. With existing technologies, these buildings are now affordable. New technologies are constantly being created. What is required is the vision, leadership and commitment to make a low-carbon future reality.

Construction industry act to be in Parliament...


Construction Industry Act to be tabled in Parliament next month

  
edited by Saudi Ali 27.10.2009. The Construction Industry Act is set to be taken up in Parliament in November that is to become the successor to the ICTAD.
The Construction Industry Act is a vital piece of legislation that will be able to regulate, develop and facilitate and provide training to those in the sector.
Construction and Engineering Ministry Secretary Nissanka Wijeratne told the Daily Financial Times that the Act will establish three institutions namely the National Advisory Council on Construction, the Construction Industry Development Fund and the Construction Industry Development Authority.
With the approval expected in November, the construction industry is expected to benefit from this new legislation once enacted.
The establishment of a development fund will assist the industry while increased training and research and development is also likely to take place increasingly. Moreover, following a government decision on the cess fund to be established this will include both public and private sectoral involvement. In addition, developmental activities such as funding will also be the call of the day.
Added to these, a research project on the construction sector will be carried out that would enable to establish pricing trends within the industry, provide for a platform for contractors’ issues to be taken up, construction planning is expected to be carried out while the developmental planning tools will also be initiated.
The Act was finalized with the concurrence of all stakeholders over the last two years, however, this is yet to obtain approval from Parliament.

Processing plant in the oil and gas industry is not easy to build as it involved engineering, procurement, construction and commissionig. This are all cost that need to be very detail study from the designing stage untill the process plant can be start up. Most companies involved must be of a very established in the related field especially in civil engineering, piping, electrical & instrumentation, mechanical, fire & gas. This are the interfaces discipline that need to have full coordination during the construction stages follow by mechanical completion, pre-commissioning, commissioning and pre trial run.

The project need to be plan in detail so as to cope with the interfaces and the equipment delivery scedule. Schedule must be acheived in whatever condition and there is no excuses as everything has been set. Even there is any unexpect condition it still need to have a back up plan. For instance if plan A failed we need to have plan B and if B failed we are ready to be backed up by C plan.  Safety and health is the most important factor during the construction stage as all manpower and staff involved must follow all the safety requirements. As safety is for everybody business therefore a daily tool box need to be carried out every morning before work can start. The safety supervisor need to carry out full site monitoring during the construction stage.

corruption squad is to be set up in construction industry

Montreal’s former opposition party leader admits he lied when he denied meeting the construction entrepreneur involved in the city’s water-meter scandal, Radio-Canada reported Wednesday.

The French-language service of the CBC said it will air a full interview with Benoît Labonté on Thursday in which he admits having met with Tony Accurso and paints a portrait of widespread political corruption.

Meanwhile, the Quebec government will announce the creation of a special squad to investigate allegations of collusion in the construction industry, Radio-Canada reported.

The announcement will be made Thursday at provincial police headquarters in Montreal by Public Security Minister Jacques Dupuis along with Revenue Minister Robert Dutil and Labour Minister Sam Hamad, the TV network said.

According to reports, the squad will bring together police and a specialized team of Crown prosecutors to look into allegations of corruption across the province.
Calls for inquiry

Political pressure for the government to launch an inquiry into the allegations of corruption mounted Wednesday as the opposition parties at the national assembly tabled a motion demanding a full public inquiry.

Liberal Premier Jean Charest reiterated that several police investigations are underway and the government will wait for the results.

"If we need to go further, we will," Charest said.

But Parti Québécois Leader Pauline Marois suggested ethical problems go all the way to the top levels of government.

She said Charest put himself in a compromising position when he took a trip to Mexico nine years ago, paid for by the Canadian Construction Association.

"It was unacceptable to accept these airplane tickets from the construction industry," said Marois.

Officials in the premier’s office said Charest did nothing wrong. Charest, who was provincial Opposition leader at the time, travelled to Puerta Vallarta to give the keynote speech at an annual industry conference, they said.

The calls for an inquiry follow media reports alleging a small number of construction firms have been working with organized crime to drive up the cost of public works contracts.

The reports come in the wake of a series of scandals that have rocked the campaign ahead of Montreal’s Nov. 1 municipal election.
Early warnings

On Wednesday, two former Vision Montreal officials said they had tried to warn party leader Louise Harel about their suspicions about Labonté, former Vision leader and mayor of Ville-Marie borough.

But former party director Robert Laramée and Christine Hernandez, former secretary general for the party’s leadership race, said Harel rebuffed their attempts.

Over the weekend, Labonté was forced to step down as opposition leader following allegations of questionable fundraising practices during the leadership race for the Vision Montreal Party in 2008.

Labonté had denied allegations he met with Accurso.

Accurso’s company Simard-Beaudry was part of the consortium that was awarded the city’s $355-million water-meter contract — the biggest ever signed by the city.

Last month, Mayor Gérald Tremblay was forced to cancel the contract following a damning report from the city’s auditor general.

The auditor launched the investigation following revelations that Tremblay’s former right-hand man — former city executive committee chairman Frank Zampino — had vacationed on Accurso’s yacht.

Harel cancelled her public appearances Wednesday and Vision Montreal officials declined calls for comment. Tremblay's party is Union Montreal.

Building industry close to rock bottom, says CIF

The Irish construction industry is close enough to ‘‘the lowest point in its history’’, and the current challenge is to emerge from this recession ‘‘with a viable industry remaining’’, according to Andy O’Gorman, president of the Construction Industry Federation (CIF).

Over the past two years, some 200,000 jobs have been lost in the construction industry and total output is expected to drop to €10 billion this year, from a high of €36 billion two years ago.

O’Gorman accepted that this output peak was never sustainable, and said that output of €18 billion was needed to maintain the current 180,000 jobs.

He said that his members were facing serious problems with late payment, as well as non-payment for contractors, sub-contractors and suppliers who are involved in construction projects. Currently, contractors or sub-contractors carry out a month’s work, have these accounts certified and are paid at the end of the following month.

However, the average delay is now two to four weeks and, in ‘‘exceptional cases, four or five months, where a client may have lost access to the bank funding’’. ‘‘That’s whether they’re public or private contractors, and we see that as a challenge to the integrity of the industry," said O’Gorman, who added that the CIF had set up a subcommittee to examine the issue.

Reformed government contracts are also proving a headache for some contractors, as the ‘risk’ (of extra costs for any reason) is transferred to the contractors, who must include this cost when a bid for tender is being submitted.

‘‘These are particularly problematic at the moment, as the risks are not being priced for - they are being ignored," said O’Gorman.

‘‘For example, if there were an archaeological find on the site that delayed it for six months, you have the ability to price for this. But, by including this, you may lose the tender as you are bidding against eight or ten other contractors," he said.

Contractors were also bidding ‘‘at or below cost’’, and many were not charging for machine or plant hire, cutting their margins as much as possible, he said. Wages for labour could not be reduced because of registered employment agreements, but there was a ‘‘major squeeze on because things have got so competitive’’.

O’Gorman said that banks were also putting a squeeze on the flow of capital in the industry. Acquiring finance for jobs was ‘‘near-impossible’’, he said.

‘‘Working capital is extremely difficult to come by. The banks are just so risk-averse, and I think every contractor has seen curtailment of his overdraft facilities," he said.

O’Gorman, who is also the co-owner of IIF mechanical and electrical contractors in Cork, has seen his own business suffer. Two years ago, the company had 150 employees, but that has halved to 75.Commercial work was ‘‘very scarce’’, there were ‘‘less and less tenders’’ and while ‘‘government work is there’’, it was ‘‘not moving in any great quantity’’, he said.

While the CIF initially welcomed the establishment of the National Asset Management Agency (Nama), its concerns have grown since the legislation for the state body was published. One concern was whether Nama would have sufficient funds for developers with performing loans who wanted to continue with their work.

‘‘Everything belonging to a developer goes into Nama, and it doesn’t have funds to allow him to continue developing.

He can’t go back to a bank because all his assets are in Nama, so he may not get the capital he needs," said O’Gorman.

‘‘We can understand that there will be different approaches to different projects by Nama. Some may be long fingered for a number of years because they should not be developed now, but whether they will have the ability to provide the capital then, as the only lending body, we’re not quite so sure."

He said that a CIF sub-committee had been set up to address its members’ concerns about Nama.

Another issue O’Gorman wanted to see urgently addressed was the release of funds - and go-ahead for infrastructure projects - under the National Development Plan (NDP).

He said that the government had committed €6 billion of funding to this, but the CIF could only trace between e0.5 and €1.5 billion of this being awarded this year.

‘‘That is only a fraction of the promised spending," he said. ‘‘You can’t just award a contract overnight. It takes time to prepare a project and get off the ground. Though there are many shovel-ready projects, such as the schools programme, the Department of Finance seems to be holding back on these."

Last February, the CIF presented a plan to the government, advocating that private pension funds could be used to invest in infrastructure in the short term, but it had received no reply. ‘‘This spending is needed," said O’Gorman. ‘‘It will keep people in work - and prices for completion have never been cheaper. We don’t want to lose another 100,000 workers in this industry - and see trained professional emigrate with their skills - but we are dismayed at the pace of progress in this area.

‘‘Every other country has used a stimulus package to boost the economy whereas, here, the NDP package seems to be dramatically cut."

Ever since he was on the campaign trail, President Barack Obama has touted “green buildings” as a way of cleaning the environment, creating business opportunities, cutting energy consumption and reviving the moribund job market.

Since taking office, Obama has earmarked $5.5 billion to greenify federal buildings throughout the country, $5 billion to weatherize homes owned by low-income families and $3.2 billion to retrofit homes and commercial buildings, as well as other funds for solar paneling, water conservation and, well, you get the picture.

The latest initiative is slated to be launched tomorrow, when Vice President Joe Biden unveils a report on “Recovery through Retrofit,” a new set of proposals aimed at jump-starting the economy through renovating homes and offices with energy-saving technologies and devices.

With unemployment at postwar highs and construction firms still laying off workers, skeptics might ask where all the money has gone.

“Green jobs continue to be a tiny part of the economy,” said Michael Berwick, an employment specialist for the Santa Monica-based Milken Institute. “The solar industry, like the wind industry, has not taken off, even with the government subsidies. It could in the future, but not yet.”

But for workers and builders in the green construction industry, the real question is not whether the funding's coming — they're convinced it's on the way — but what will happen after it ends.

Money for green renovation has already begun filtering through the economy, through energy-efficiency programs at courthouses, military bases and federal buildings.

“With the recent hibernation of residential and commercial construction, we've all been focusing on a lot of federal, state and local government projects — and most of them have been legislated to be green,” said Chris Day, vice president of San Francisco's Swinerton construction firm.

Previous projects by Swinerton, which has an office in San Diego, include the North Island Credit Union headquarters and Sunroad Centrum office tower in Kearny Mesa. Both buildings have LEED certifications from the U.S. Green Building Council, signifying their efficient use of energy, water and other resources.

Both of those projects were completed several years ago, when the real-estate market was still hot. Now most of Swinerton's biggest projects are government-funded, such as a $20.6 million NASA research center near Silicon Valley, which aims to be the greenest building in the federal system.

Although most of the stimulus dollars have gone to government facilities, hundreds of millions of dollars for private projects are in the pipeline.

A preliminary report by the California Recovery Task Force early this month shows that the federal stimulus program has allocated $185.8 million to help the state's low-income households weatherize their homes and $314.5 million for energy-efficiency and conservation programs.

But as of Sept. 30, the report said, less than $10 million has been spent, leading to the creation or retention of only 120 or so jobs. The bulk of the funding is expected to start flowing within the next three or four months.

To address the expected demand for workers, the California Clean Energy Workforce Training Program awarded $27 million in federally funded stimulus grants to launch green building and clean energy jobs-training programs, including $1 million to the Grossmont-Cuyamaca Community College District and $700,000 for the San Diego Workforce Partnership.

San Diego State University is already offering certificates in green building and management — one of the first such programs in the nation when it was launched last year. So far, 275 students have enrolled or gone through the program. The real estate department at the University of San Diego is also putting an emphasis on green buildings, as are local unions representing the building trades.

“The impact of these programs is going to be huge,” said Jennifer Badgley, organizer at the San Diego local of the International Brotherhood of Electrical Workers.

But at a forum on federal stimulus programs last week at the University of California San Diego, builders, union organizers and academics said the real task ahead is to keep the work flowing after the federal funds dry up in a couple years. The government, after all, has been far more willing to engage in energy saving measures than most consumers or businesses have been.

“What it's going to take is a lot of education,” said Devon Hartman, a principal in the HartmanBaldwin construction and design firm in Claremont.

There are tangible economic benefits to turning buildings more green, Hartman said. Just a simple step like weatherizing homes by making doors and windows airtight or adding more insulation often saves so much money in energy costs that it pays for itself in two years, he said.

And it saves money. A Department of Energy study calculates that if U.S. homes used 25 percent less energy — an achievable goal through weatherization — it would save as much energy as taking half the cars off the road.

Nevertheless, even in the best of times it is hard to convince homeowners of the long-term benefits of such technologies. And now, as the country struggles with the recession, it can be even more challenging.

“People have gotten into the habit of selling their homes once every two or three years, so when you tell them that they can make their money back in two years, they don't listen,” said David Shields, co-owner of Kwik-Build Panels, a firm in San Diego that makes insulated home-building materials.

Some of those concerns may be addressed by AB-811, a state law aimed at helping fund environmental retrofitting by allowing consumers to pay for the renovations through low-interest loans attached to their property taxes. As they pay their taxes, they pay down the loans.

But Heather Honea, who teaches business administration at SDSU, said what is needed is a change in consumer attitude, to focus on long-term benefits rather than short-term gains.

“People today are used to the concept that if you want something, you just take out your credit card and buy it today,” she said.

Biggest Tsunami Ever Created Due to An Asteroid.

Tsunami nearly hit us due to an Asteroid.

Thanks to God, because we are still alive as a 30 to 50 meter wide in size named asteroid 2009 TM8 passed by only 216,000 miles from Earth, racing at 18,163mph which is closer to us than the moon glowing so bright which you could see it through the cloud. If it happen to hit into the ocean, it would have created a huge ever Tsunami which will end up the total world population and changed our earth into a huge empty football field ever created.

The Sydney Morning Herald says that if it would had been headed towards a densely populated part of the world, creating a 40 kilo tonne explosion in the earth atmosphere and we would have had only 24 hours to act and evacuate. Well,we are so lucky that it never hit us. Further more we always expect an object of this size travelling within the orbit of the moon every few days or so.

That's what Don Yeomans—manager of the Near-Earth Object Program Office at Jet Propulsion Laboratory, Pasadena, California—said talking about 2009 TM8 and the other 7 million objects in the near-Earth space which, "needless to say we have discovered only a small fraction of them."

Great. At 30 feet, something like 2009 TM8 is not as big as the killer Apophis or as the superkiller that can destroy everything on Earth. Sky and Telescope says that it was about twice the size of the altitude of our communications satellites.But who cares about destroying everything when this thing is large enough to annihilate Brooklyn.

Energy-hungry China looks for gas in striking trade deals with Russia

BEIJING — Russian Prime Minister Vladimir Putin on Tuesday negotiated a major new gas deal with China and said that ties between Moscow and Beijing help restrain other powers, a veiled allusion to the U.S.

U.S. Secretary of State Hillary Rodham Clinton, meanwhile, was in Moscow trying to press the Kremlin for a statement that it would commit to tougher sanctions against Iran if negotiations fail.

Russia and China have previously balked at such sanctions, and China has appeared content to allow Moscow to take the heat for supporting Tehran in the dispute over its nuclear program.

During Putin's visit, Russia's state-run natural gas monopoly Gazprom and China National Petroleum Corp. signed a framework agreement that calls for the supply of about 2.4 trillion cubic feet (70 billion cubic meters) of gas a year. However, a price has not been set and no contract signed, Gazprom's chief executive Alexei Miller said.

Chinese media reports have said the agreement was expected to be a gas-for-loans deal similar to a $25 billion oil-for-loans deal completed earlier this year.

Russia's cash-strapped energy companies need Chinese funding, while Beijing has welcomed the chance to further diversify sources of energy needed to fuel its fast-growing economy. The global economic crisis and changing market conditions have further spurred cooperation as lower demand from Europe has pushed Russia to diversify markets for its oil and gas.

Putin described Russian-Chinese cooperation as "the most important" element of global stability.

"Our consolidated view on certain issues, our ability to coordinate our stance on key international developments often help calm the situation and play a stabilizing role," he earlier told a group of Chinese reporters. "A shared stance of Russia and China on certain issues helps restrain some of our more hotheaded colleagues."

Putin didn't name any country, but Russia and China in the past have spoken against perceived U.S. global domination.

While Moscow and Beijing both have been eager to counter U.S. power, they have been jockeying for influence in the energy-rich former Soviet republics of Central Asia, and the Kremlin has found it increasingly hard to bargain with its booming neighbor.

Miller said the gas contract will include a price formula based on Gazprom's experience in gas exports and principles of international trade — a statement reflecting Gazprom's push for the same high price it charges its customers in Europe. China has bargained hard for a much lower price.

The Gazprom chief also said his company doesn't need the Chinese investment to build prospective pipelines.

"Gazprom will independently build gas transportation facilities on the Russian territory," Miller said. He added Gazprom may welcome Chinese investments in building gas-processing facilities.

Miller said the gas agreement envisages two possible routes for supplying China — one from fields in western Siberia and another from fields in eastern Siberia and Sakhalin.

The western route can be put in place "very quickly," as Gazprom has ready-to-tap gas fields and all the necessary infrastructure there, Miller said.

The eastern route would require the creation of gas-processing facilities since the gas in the region contains some chemicals that need to be extracted first, he said. That would require further negotiations on jointly creating the facilities and selling those products in other markets.

Putin's deputy, Igor Sechin, who helped negotiate the gas deal, said Moscow and Beijing are planning to reach an agreement on gas price by the year's end and sign a contract next June. Gas deliveries to China may start in 2014 or 2015, he said.

Sechin said another deal signed Tuesday envisaged a joint venture refinery in northeastern Tianjin, near Beijing. Under the deal, Russian and Chinese companies would jointly operate the plant and a network of 300-500 gas stations.

He also said China announced Tuesday it would award Russia a contract for building another two 1,600-megawatt reactors at a plant in eastern Jiangsu province, where there are already two Russian-built reactors.

Russia and China earlier Tuesday signed agreements worth $3.5 billion.

Russian Deputy Prime Minister Alexander Zhukov told reporters that they included a $500 million loan from the China Development Bank to its Russian equivalent, VEB. Other deals included Chinese companies making investments in construction industry facilities and infrastructure projects in Russia, Zhukov said.

Both sides also signed an agreement on advance notification for planned ballistic missile launches by either country, which Putin hailed as an important confidence-building step.
